[ENH] Warn when webroot is not empty while creating a new Tiki instance
requested to merge softstart/tikiwiki/tiki-manager:warn-folder-files-removal-on-instance-create into master
- If webroot path is not empty, warn user that files will be removed on Tiki installation;
- If a Tiki Instance is detected, the process continues as-is;
