[CAT-3868]-Resubmit accommodation request when candidate has previously cancelled UIT (Candidate-Take a Test-UIT)

Description

In this PR:

  • Candidate can resubmit an accommodation request for UIT if the request is any of the 3 cancelled states CANCELLED,CANCELLED_BY_CANDIDATE,CANCELLED_BY_PSC_ASSESSMENT_SPECIALIST
  • Updated the views to get the data from historicalassignedtest instead of assignedtest
