[CAT-3781] D.US26 - Recommendation Templates Builder in a new area within Templates section (AAE Dashboard)

Description

This PR is introducing the following changes:

• new template builder on the AAE dashboard (new side nav)
• new template usability on the AAE - Selected user accommodation file for other measures box
• some minor styling issues related to loading spinners
