[CAT-3782]: Complete a mandatory justification popup box when Accommodation Request is rejected (AAE)

Description

• Added the following functionalities:
  • Rejection Justification Dropdown
  • In case, if other is selected, then user has to add additional details to reject the user accommodation file.
