[CAT-3798] Generate Accommodation Report Only in Candidate Official Language (change present in every Accommodation Detail Popup)

Description

Added a new drop down to input the official language of the candidate. The field is obligatory to be able to send the accommodation request. Once a language is selected and the file saved, any instance of the Accommodation Details Popup will display its information in the previously selected language.

Also fixed a bug where in the Accommodation Dashboard Request History Tab where in the list of previous accommodation request, it was also showing the previous alternate test request. Now those previous alternate test request aren't showing anymore.
