[bugfix] patches discovered through testnet

  • patched a bug where ygg fund calculations didn't work well when we are under bonded
  • mark a retiring vault as inactive as soon as has no funds. Should reduce the risk of getting funds stuck in a retiring vault, needing manual intervention
  • asgard endpoint skips vaults that are inactive
  • added a simple tool that converts a thorpub bec32 pubkey to various addresses
  • when asgard is backup for ygg not signing a transaction, it readds the memo appropriately
