[admin] mimir has the power to change the emission curve

This gives the team the ability to change the emission curve. The intention behind this is so that we can increase the emission curve (giving it a lower number) to give high rewards while having less rune in the reserve. This will be useful for chaosnet, to minimize risk of loss of funds, while keeping the payouts/ROI still high.
