[bugfix] update pubkey manager more frequently

There is a potential problem where a new node is churned in, getting ygg funds, and is selected to send funds before 2/3rds majority of the observers get the ygg pubkey and are monitoring that account. The funding itself is fine, because it comes from an already monitored address (asgard).
