Done observations

With this change, the observer is expected to monitor not just inbound transaction to our pool, but also outbound from the liquidity pool as well. This allows the signer to attach a block height within the memo, that will allow the statechain to mark all inbound tx ID's for swap and unstakes within that block, as "done" (in that the funds have been sent to the requested place).
