[bugfix] fix yggdrasil returns

Found various bugs that were stopping yggdrasil returns from functioning properly.

  • We were applying gas to all assets, instead of just the gas asset (bnb)
  • When comparing the yggdrasil return memo, we should enforce lowercase
  • Keysign rest endpoint should allow txs with no coins (bifrost determines how much coins to send back)
  • We shouldn't fund a yggdrasil node while ragnarok protocol has been initiated.
