[ADD] Bifrost v2 config, types, pkg components

Added multichain configuration for config, other configurations. Will need to remove Observer and Signer configurations when they will be replaced by txsigner and txscanner in next PRs as for now config is larger than it should be. Small components types and pkg also as preparation for multichain support.
