[Docs] Fix IBC/CosmWasm accuracy and repair broken documentation links

Summary

Docs accuracy and link hygiene pass on develop.

  1. Secured assets / CosmWasm — remove false IBC claims (IBC is not enabled on THORChain); mark CosmWasm (App Layer) as live and permissioned with a pointer to ADR-020.
  2. Broken links — replace dead docs.thorchain.org paths with current GitBook URLs or local mdBook pages; fix broken relatives (streaming swaps, ADR-015 index path, archived → memos, router → chain/evm/README.md).

Accuracy

  • docs/concepts/secured-assets.md, asset-notation.md, feature-guide.md — drop IBC wording; state IBC is not enabled
  • docs/technical-faq.md — CosmWasm live + ADR-020; Incentive Pendulum → local ./concepts/incentive-pendulum.md; Cosmos SDK URL updated
