S05B - a focused part of the S series tracked in the XMR v3.21.0 launch plan

  • Scope: test-only THORNode XMR lifecycle verification
  • Base: develop
  • Depends on: none
  • Follow-up: S05D tracks XMR activation affecting the ordinary churn clock

Changes

Add focused regressions proving that:

  • a banned validator is disabled during EndBlock and excluded from the next XMR keygen;
  • existing chains do not schedule the delayed genesis XMR keygen;
  • fresh-chain keygens at heights 61 and 129 rotate sequentially, leaving one Active XMR vault and no stranded Init vault.

This is test-only change.
