[events] Add Alert Logic

This contains ongoing additions to event based alerting refactored from internal 9R deployments. There will be a final PR to fill in the remaining blanks and add the image build in preparation for releasing this via node-launcher in the provider chart.

This can be run locally in console mode via CONSOLE=1 go run ./tools/events and you can override the start/stop heights for thorscan.Scan in tools/events/main.go to try a specific block range.
