[V121-specific] Do not allow network modules as memo final destinations

[V121-specific]

Intended to close #1671 (closed)
'The Lending Module is an accepted final destination of (for example) swap memos'.

As this uses a common helper function, it also closes #1665 (closed)/!3090 (closed) .
