[ADD] Streaming Swaps for Savers adds/withdraws

Closes #1616 (closed)

Adds new Mimir/Constant: SaversStreamingSwapsInterval

• If set > 0 will automatically add the value to the MsgSwap of savers adds/withdraws, making them a streaming swap
• If set <= 0 the feature is disabled and savers works as normal
