Add TSLedgerAdapter contract

TSLedgerAdapter Discord #thorswap-team channel for context of this design being discussed.

We suggest creating a shared 2/2 multisig between Thorswap and TC or 9R and transfer ownership to this contract.

That keeps the whitelisting process within the control of TC ecosystem and also protects our user if a malicious contributor goes berserk.
