[change] USD Fee Mimir Names, Round USD Fees to 2 Significant Figures of RUNE

Feedback from Leena to change the mimir name and round the RUNE for USD denominated fees to 2 significant digits. We've already set the changed mimir key in stagenet, but that should be alright since we intend to ragnarok and re-genesis.
