[migrate] Fix Missed Bitcoin Last Observation Heights

The change at cada2897 was originally intended for release before churn was re-enabled, but that didn't happen and I forgot to go change it. This updates the observe height for a static list of the remaining nodes with bad heights that were not active when V110 was adopted.
