[Version-unspecific] Add a Refund field to the Status endpoint planned_out_txs

According to this thread,
this is intended to allow seeing at a glance whether a pending planned outbound is a refund or not
(rather than having to compare the input and output assets or see the full planned memo, which includes the input TxID).

Being additive rather than replacing or changing existing fields, I speculate this does not warrant an endpoint URL change.

Tested with these TxIDs (refund block 8480775 and non-refund block 8499301 respectively):
