Closes #1414 (closed) and #1423 (closed). (Replaces !2553 (closed) and !2602 (closed).)

This includes unit tests added to manager_txout_v98_test.go and manager_txout_current_test.go to demonstrate changed outcomes.

Edit: I noticed that in the manager_txout_v85_test.go a V84 was changed to V83 rather than V85 (and stayed as V83 for further _test.go cases); I have now edited these to match their filenames.
