• Add new stagenet node

changed milestone to %Release-1.98.0

Other alternative while we're at it - since we're also dropping testnet we could remove the validator whitelist altogether and instead have a bond address whitelist for stagenet? Then we don't have to do this anymore if we want to test new nodes.
