[feature] Protocol Owned Liquidity

This feature allows the protocol to deploy rune from the protocol reserve into various pools. This is to help more synths get minted on the network, supporting features like single asset yield, and orderbooks, but also LPs also.

By default, only gas asset pools are supported by the POL, but mimir can configure additional pools (or remove pools) from POL.
