[ADD] Slash Metric Updates

This adds metrics around a handful of slash point increments missed on the initial pass, as well as metrics for when the slash points are decremented. This is running on a node in our dev cluster and used to populate the dashboard here: https://dashboards.dev.ninerealms.com/#slashes.
