[ADD] Node operator controlled mimir

This makes a change to mimir, introducing a new mechanism to configure mimir settings. This new mechanism is controlled by active node operators. Once a 2/3rds consensus is met, the new setting will override a mimir admin. If a 2/3rds consensus is not reach, mimir admin takes priority. If neither are set, then typically the code will use the constants file.
