[BUG] ILP calculation should take the block height in which the pool became available

When calculating ILP, the block height in which the pool was made Available should be taken into account. ILP counting to 100 days, should start at the time the pool was available or liquidity was added after that point. Time spent as an LP in a staged pool should not be counted towards any ILP calculation.
