[ADD] Configure ERC20 RUNE testnet contract address

Within testnet / mocknet environments, allow environment variable override of ERC20 RUNE contract address. If not, default to current (backwards compatible with all existing deployments).

Duplicated already-approved !1885 (closed) so that pipelines would pass per @heimdallthor request.
