DollarInRune functions later than V1 do the inverse of the function name
This Issue is retroactively created for !2832 (merged)
'DollarInRune -> DollarsPerRune'.
As described in the Merge Request's Overview, DollarInRuneV1
uses AssetValueInRune
,
while later DollarInRune
functions use anchorMedian
which uses RuneValueInAsset
.
After TOR anchors were enabled, when RUNE price was ~1.70 USD per RUNE
the USD minimum L1 outbound fee was 1.70^2 (~2.90) USD instead of 1 USD,
despite the MinimumL1OutboundFeeUSD
Mimir key dictating it be USD.

This I believe was fixed with !2830 (merged)
'GetFee DollarInRune-usage correction',
but the DollarInRune
naming remains misleading.
Following this feedback,
I submitted !2832 (merged) on March 15th in proposition that DollarInRune
be renamed to DollarsPerRune
(reflecting its output) to prevent accidental misuse.
