ForkInfo in the config and relevant refactoring

• ForkInfo specification in code and config
• refactoring of chain ancestry
• using HardForkHeight from CurrentChain
• loading corrections based on chain name
• minor clean ups

This consolidates a major part of !300 (closed) with the new way of handling chain identities.
