Draft: Binance Smart 1.2.13

This is not a critical update, but this version contains performance fixes for the CPU utilization issues we saw a couple weeks ago. It was going to be skipped in favor of the newer hard fork release, but since that plan was aborted this can go out if a newer version is not announced before the next Thornode release.
