Add Provider Chart

This adds a new provider chart which aims to eventually include all of the network critical components that are currently private and maintained by Nine Realms: Thornode snapshots, Midgard blockstore, polling Discord alerts, event-based Discord alerts, public dashboards and UI wrappers, external metric collection supporting dashboards, etc. The end goal is for any other service provider to be able to easily deploy and operate these components for improved decentralization and redundancy.

These services will be extracted from internal 9R code over time - the initial deployment here just contains relevant components for pruned snapshots (!962 (merged)).
