Increase Bifrost CPU and Enable TxID Cache for DOGE/LTC/BCH

This will enable a cache on the mempool storage for the other UTXOs like we do for Bitcoin - we've seen some positive results with this on our validators for recent DOGE mempool growth. I don't believe the CPU request will have any effect, but this will force nodes to over provision a bit and hopefully we get all observations back to a healthy state with this in combination with reclaiming some resources from !854 (merged).
