Reduce Bifrost BTC Compaction Multiplier

@fandral reported issue with OOM kills from high memory usage on a very old node with 33G in Bifrost data (https://discord.com/channels/838986635756044328/839002272654426122/1116718724037234770). I'm fairly confident this will reduce the weight of memory spikes on old nodes with bloated state. We can proceed with this and notify nodes that they can perform another install if they're seeing issues with frequent restarts, and fold back into the thornode defaults later if this is more stable for the broader set of nodes.
