[binance] Clear Snapshots

This updates to disable the state_sync reactor after the initial recover to avoid the disk space used by the daily snapshots - after 20 minutes of failing the startup probe on the initial recover, the container will restart to clear the snapshots directory and disable the reactor. Also moved the entrypoint into a ConfigMap so we don't need to re-release the image for these again.
