Only Remind Whitelisted Mimir Keys

Ursa (9R) requested to merge ursa/vote-reminders into master

It was initially requested to remind nodes to vote on mimirs over a certain threshold, but that's proven rather noisy. This instead switches to a whitelist - when a new node vote is announced we just update the list of keys under active voting.
