Binance Default to Network Statesync

Over the last few months it seems the P2P issues on Binance network have resolved and we've observed that the latest snapshot is generally available to the network. This sets the default back to the network, and we can maintain the Nine Realms peer for some time as a fallback in case we observe issues again. It was recently observed that the Nine Realms peer had some missing state and began serving snapshots that were a few days old instead of the latest, but this should avoid that altogether since it no longer appears necessary.
