Deploy Terra 0.5.20

Following this update, NOs will need to make reset Terra. The reset will pull a pruned snapshot, the current of which has a lowest height of 7393372 and the current earliest node observation is 7594933, so I think we should be alright using that. One thing to note is that the historical transaction indices on the pruned snapshot do not exist - I think this should be ok since we only use the block and block result, but seeking confirmation.
