Terra Daemon 0.5.19

After restarting an existing Terra daemon on this there was still consensus failure at block 7603702, which I think may be a bad block proposal after their intended halt height. I'm attempting to reset from snapshot and hopefully it continues on, will remove from draft once verified. There will be a separate followup PR with the pinned hash and some init logic to change paths and chown files since they made changes to use the terra user with home directory /terra.
