Midgard 2.6.13

Per the thread here there will be an update to the Midgard image shortly with new hashes pinned: https://discordapp.com/channels/838986635756044328/973219064048668772. This is a draft in case anyone needs to start a new Midgard instance and wants to use the latest blockstore files.

Updates Midgard to 2.6.11, along with the latest hashes. Leaving this in draft until our production instances finish re-syncing and all are healthy.
