Midgard 2.5.13

Updates with the latest version of Midgard with case sensitive addresses needed for DOGE support and the state fix to the WBTC pool.

This is still rolling out on https://midgard.ninerealms.com since it requires re-sync, I'll take this PR out of draft when that completes and we've verified everything is running properly with no reports of issue.
