Nine Realms Snapshot Recovery

Adds a make target to recover from a recent Nine Realms snapshot and extended make snapshot to support a suffix from an environment variable. We still need to perform one more testing step to test a fix for an auth issue against the public bucket with gsutil running in GKE cluster with workload identity enabled.
