Decentralized Swap API

[DRAFT PROPOSAL] Temperature Check:

This MR proposal would allow the Thorchain validator set to be used as a Decentralized Swap API, and therefore enable THORDEX, AI agents and other frontends to swap in a fully decentralized manner with no single point of failure.

  1. Implements a heavily rate-limited HTTPS gateway for thornode lcd and rpc.
  2. SSL is implemented using Lets Encrypt IP-based certs via a sidecar.
  3. Is opt-in in by default with an option to opt-out. This is necessary; otherwise, it would not work.
