Base template restructure

Purpose / why

This pull request is to restructure the base template such that it provides a template set of docs which a templateer will fill it.

The notes only talk to the end doc writer, and don't have notes for the docset owner, or the templateer any more. (These instructions would be covered by a separate guide.)

Verification

I'm looking for review from the base-template working group (and other interested people) to see if this set of docs is on track.

This version doesn't need to be perfect up front. I'm sure we will improve it over time as people try to use it.
