Archive old templates

Per the Team Alpaca meeting on October 30, we're going to archive the following templates:

• IA-guide: Because it's a duplicate from the website repository and it isn't actually a template.
• Logging: Because it's very old and out of date with our standards.
• Overvew: Because the template is incomplete, old, and out of date with our standards.
