Proto/Tests: add tests for gas consistency in sponsored operations (6/n)

This MR adds validation tests for gas consistency in sponsored operations.

• For Host operation: For guest signature check (test_not_enough_gas_for_guest_signature_check)
• For an operation with source=guest (test_not_enough_gas_for_guest_operation)
