Adds support for Smrnmi extension and the corresponding WPRI checks. See chapter 4 from the github release page

Why

The GCC compiler adds an instruction to access the CSR mnstatus for all the RISC-V tests in the suite provided.

cd src/risc_v/interpreter && cargo test
