Restrict host functions when called from "start" section of a module
In Fast Execution we don't have any memory that can be referenced when a host function is called in the "start" section. This is due to the fact that the module instance which is only available after the host function has been initialised after which the host function might have already run.
Because of that we need to change the PVM such that it does not pass any memory instances to host functions when called in the "start" section.
