Increase max active outbox levels

Phil Saxton requested to merge psaxton-20240115-increase-max_active_outbox_levels into dev

max_active_outbox_levels sets the number of block in which the octez-smart-rollup-node will hold onto cemented commits. This MR increases the value to 300 blocks.

The current value is 30 block meaning that commits are pruned after 1-2 minutes which is too restrictive when executing outbox messages from cemented commits.
