Add EVM (etherlink) smart rollup sandbox.

Adds as evm-smart-rollup and box based on the etherlink kernel from nomadic labs. With the mini-net option '--start-smart-rollup evm', flextesa will start the the evm rollup. Connect to the 'octez-evm-node' with meta mask.

This MR also adds support for the second Oxford Protocol.
