fix: Metrics reporting for TZIP metadata has issues:

  • If metadata parsing fails, then both Ok and Failed are reported.
  • If metadata are no found, then nothing is reported.
  • If download fails, then duration is not reported.
  • Duration does not include metadata parsing.
